For those not into the Guate lingo. Our next step is to petition for permanent custody. Before Guatemala gives a us custody of her, they must have proof the US will give her a visa so she can enter the US and become a citizen. The US can't give a visa to a child that is not (yet) the custody of an American family. So.....? We got "pre-approval" which is a promise that she will get an orphan visa.
